2027 budget process begins

This budget is being enacted under the revised Budget Framework Law No. 3/2025 and Decree-Law 42/2025.

The Ministry of Finance held consultations around the country in May (schedule at left), using the form at the QR code at right. The consultations included presentations by the Ministries of Finance, Agriculture, Education, Tourism/Environment, EDTL and others.

On 3 June, the Council of Ministers approved a new methodology for the 2027 budgetary process based on Decree-Law 42/2025.

On 10 June, La'o Hamutuk shared our Observasaun no Lisaun Aprendizajen husi Konsulta Sidadania no Reforma Metodolojia Orsamentál with the Ministry of Finance.

The Ministry of Finance hosted a budget seminar (Jornada Orsamentál) on 12 June, with an opening address by Prime Minister Xanana Gusmão "Strengthening Resilience through Transformation: Diversifying the Economy for a Sustainable Future"  followed by this presentation.

On 25 June, the Council of Ministers approved the Political Review Committee for the preparation of the 2027 General State Budget, and the Committee began its work.

On 2 July, the NGO Forum (FONGTIL) held a workshop on the State budget with presentations by the Ministry of Finance, former Minister Rui Gomes, and La'o Hamutuk.

La'o Hamutuk published a blog article State Budget for 2027: From spending to results, from dependency to economic sovereignty.

On 8 July the Council of Ministers approved an indicative ceiling of $2.1 billion for the 2027 General State Budget.  (Budgets always exceed such ceilings.)

Ministériu Finansas organiza Jornada Orsamentál iha loron 12 Juñu, ho  diskursu abertura husi Primeiru Ministru Xanana Gusmão “Reforsa Reziliénsia Liuhusi Transformasaun: Diversifika Ekonomia ba Futuru ne’ebé Sustentável” no aprezentasaun ida ne'e.

Iha loron 25 Juñu, Konsellu Ministru aprova kompozisaun Komité Revizaun Polítiku ba prosesu preparasaun OJE ba tinan 2027, no KRP hahú servisu.

Iha loron 2 Jullu, FONGTIL organiza worksho ida kona-ba OJE ho aprezentasaun sira husi Ministériu Finansa, eis-Ministru Rui Gomes, no La'o Hamutuk.

La'o Hamutuk publika ona artigu iha blog OJE 2027; husi despeza ba rezultadu, husi dependénsia ba soberania ekonómika.

Iha loron 8 Jullu, Konsellu Ministru aprova tetu indikativu ida hamutuk biliaun $2,1 ba OJE 2027. Governu sira sempre viola tetu hanesan ne'e.
