Timor-Leste's Eighth Constitutional Government Governu Konstitusionál VIII RDTL nian Atualiza 27 May 2020 | Contents | Konteúdu | Timor-Leste's Eighth Constitutional Government, based on the Parliament which was elected on 12 May 2018, took office in June, although some Ministers selected by Prime Minister Taur Matan Ruak were not sworn in to office by President Francisco Guterres "Lu Olo." The Government was formed by the AMP coalition of CNRT, PLP and KHUNTO, which has 34 of the 65 Parliamentary Seats.
On 20 July, Parliament approved the first Law proposed by the new Government, to authorize an extraordinary transfer of $140 million from the Petroleum Fund to address a cash flow problem with state finances. In January 2020, the governing coalition broke down when CNRT voted against the 2020 state budget, leading to several months of confusion. Taur Matan Ruak submitted his resignation as Prime Minister in February, but the President delayed accepting it. A month later, the Covid-19 emergency made it clear that stability was needed and he withdrew his resignation in April, followed by a government restructure and the resignation of all CNRT ministers. | | On 25 July, Prime Minister Taur Matan Ruak presented the program in Parliament, with this address. Parliament debated the program for three days. Fretilin submitted a rejection motion, but Parliament voted it down, with 25 in favor, 36 against, and 4 abstentions, so the Program has been adopted. Decree-Law 14/2018 was enacted on 17 August, defining the Organic Structure of the VIII government.
