The United Nations Development Program (UNDP) issues a Human Development Report almost every year. The edition published on 5 November 2010 is the twentieth anniversary edition, entitled “The Real Wealth of Nations: Pathways to Human Development.” In addition to the thematic discussion and a wealth of statistical data on health, education, gender, economics and other factors, the UNDP calculates a “Human Development Index” (HDI) for each country. The HDI combines life expectancy, education (school enrollment) and gross national income (GNI) to produce a composite measure of human development.

The 2010 report, mostly based on data from 2008, calculated a HDI for Timor-Leste of 0.502, ranking 120th of 169 countries with data. This appears to be an improvement over the previous report, but the higher score and ranking is because the UNDP has changed their methodology. They no longer include the adult literacy rate as part of the index, and have dropped GDP per capita (local economic production) in favor of GNI per capita (which includes revenues and foreign assistance, $5,303 for this report). Using the latest methodology, Timor-Leste's 2009 HDI was 0.497 (rank 120) and its score in 2008 was 0.492 (rank 121), essentially the same as this year's rating, and slightly better than 2005-2007, when rankings varied between 127 and 131.

The graph at right shows how Timor-Leste's Human Development Index has gradually risen over time. Each year's score, which represents data collected approximately two years earlier, has been calculated using the methodology from the 2010 Human Development Report. The solid red squares show the index itself, while the dashed red line indicates, on a scale of 0 to 1, how Timor-Leste ranks among the other countries in the world. Because the index now includes GNI as a measure of economic health, we have added the dotted green line (using the right-hand scale), which shows how the rapid increase in oil revenues from 2004 to 2008 caused GNI per capita to multiply by a factor of six (from $823 to $5,303) during the last eight years.

When the previous methodology is applied to current and past data, the lines with blue triangles result. As these use GDP rather than GNI, Timor-Leste's score and ranking have hardly moved during the past eight years.
