Background
Since restoring its independence in 2002, Timor-Leste has
aspired to membership in the Association of Southeast Asian
Nations (ASEAN). In 2010, La'o Hamutuk wrote about
ASEAN and Free Trade, with links and
commentary. More recent commentary is
listed below.
In 2025 Timor-Leste was accepted as ASEAN's eleventh member,
which was
ratified by Parliament on 26 September and
declared
at the ASEAN conference in Malaysia one month later.
International media
described the prolonged accession process.

Additional
legislation
In order to be an ASEAN member, Timor-Leste had to join many international conventions and treaties. On
15 October 2025, Parliament ratified two dozen conventions and
protocols:

following month.
On 4 February 2026, Timor-Leste's
Council of Ministers agreed
to the ASEAN Framework Agreement on Visa Exemption and other
ASEAN-related issues.

Timor-Leste also has to enact several
new
domestic laws, including:
Competition Law
The Council of Ministers approved a
draft law on competition (official
Portuguese) in February 2025 and sent it to National
Parliament for enactment. In July, La'o Hamutuk sent a
submission (Tetum) to Parliament Committee D. In January
2026, as the draft law neared Parliamentary debate, La'o
Hamutuk wrote to the
President of Parliament and to the
Coordinating Minister for Economic Issues summarizing our
main concerns, which are:

It is nessesary to provide differentiated
protections for small businesses, cooperatives and the
informal economy, which provide for most of our people.
-
There is a risk of market
concentration and abuse of dominant/dependency positions.
-
Regulatory clarity and legal
security will encourage predictable investment.
-
Future independence and
capacity of the competition authority should follow
regulatory best practice.
Pesticide Law
The Council of Ministers approved a
draft law on pesticides (official
Portuguese) in May 2025 and sent it to National Parliament
for enactment. In January
2026, La'o
Hamutuk sent a
submission (Tetum) to Parliament.
Committee D's report does not mention our concerns.
Exportation Law
The Council of Ministers approved a
draft law on exportation (official
Portuguese) in March 2025 and sent it to National Parliament

Myanmar
An early test of whether Timor-Leste
will maintain its human rights principles with ASEAN arose when
the
Chin Human Rights Organization (CHRO) asked Timor-Leste's Public
Prosecutor to investigate war crimes and crimes against
humanity by the Myanmar dictatorship. Khoo Ying Hooi explained
the
Tightrope of Principle and Membership, and later wrote that
Timor-Leste Didn’t Break ASEAN, Myanmar Exposed It.
In response to the investigation, the
Myanmar junta expelled Timor-Leste’s chargé d’affaires,
provoking much
discussion and controversy. La'o Hamutuk wrote an
open letter
defending human rights and accountability for Myanmar's people
(as we had done in
2021
and 2023).
