Timor-Leste's Ninth Constitutional Government, based on the Parliament which was elected on 21 May 2023, was sworn into office on 1 July. The Government was formed by a coalition of CNRT and PD, with 37 of the 65 Parliamentary Seats.

President Jose Ramos-Horta opened the swearing-in ceremony, and incoming Prime Minister Xanana Gusmão described some of the new Government's priorities.

On 13 July, La'o Hamutuk sent an open letter (Tetum) to the new Prime Minister and his Ministers to congratulate them, introduce ourselves and highlight a few key issues.

The Government Program

On 12 July 2023, the Council of Ministers approved the Government Program, and it was delivered to Parliament the next day. The 161-page program (five-page English summary) covers six main areas:

  • Reaffirmation of the democratic rule of law

  • Development of social capital

  • Development of infrastructure

  • Development of the economy

  • Consolidation of governance

  • Good governance and the fight against corruption.

On 18 July, Prime Minister Xanana Gusmão presented (also Portuguese) the program to Parliament.

On 7 November 2023, the Government published a summary (Port.) of its commitments during its first 120 days in office, and they released a more extensive report in December.  In August 2024, they committed to Progress and Continuity for their second year.

  • Dezenvolvimentu ekonómiku

  • Konsolidasaun governativa

  • Boa governasaun, nune’e mós kombate hasoru korrupsaun.

The Organic Structure of the new government was approved by Decree-Law 46 on 27 July.

The Government has published a list of its members with job descriptions, emails, and telephone numbers, as well as a list with contact information for each of their chiefs of staff.
